President Bola Ahmed Tinubu has introduced a new national security reform with the appointment of retired Major General Adeyinka Fadewa as Special Adviser on Homeland Security.
This, marking the creation of the office at the federal level for the first time in Nigeria’s history.
The appointment was announced on Monday in a statement issued by the Office of the Secretary to the Government of the Federation (OSGF), conveyed through a circular signed by the Secretary to the Government of the Federation, Senator George Akume, and released by the Permanent Secretary, General Services Office, Dr Ibrahim Abubakar Kana.
According to the statement, the establishment of the office underscores the administration’s commitment to strengthening internal security coordination, enhancing intelligence-driven operations, and improving inter-agency collaboration in response to emerging security threats across the country.
While some sub-national governments have previously created similar advisory structures, this is the first time a dedicated Homeland Security Adviser role is being introduced at the federal level, representing a shift in Nigeria’s traditional security coordination framework, which has largely been anchored under the Office of the National Security Adviser (ONSA).
Major General Fadewa (retd) brings over three decades of military and intelligence experience to the role, with a background spanning counter-terrorism operations, national security strategy, intelligence fusion, and international security engagement.
One of his most notable assignments was serving as Principal General Staff Officer to the National Security Adviser between 2015 and 2021, where he played a key role in establishing the Intelligence Fusion Centre. The platform brought together key security agencies including the Defence Intelligence Agency, National Intelligence Agency, Department of State Services, the Nigeria Police Force, and the Armed Forces to improve intelligence sharing and operational coordination.
Following his retirement from active service, Fadewa served as a senior research fellow at the Nigerian Army Resource Centre in Abuja, where he contributed to policy research on policing, civil-security cooperation, and national security reforms. He is also the author of a widely referenced monograph titled “Policing and National Security in Nigeria”.
President Tinubu expressed confidence that the new appointment will strengthen coordination of homeland security initiatives, deepen intelligence integration, and enhance proactive risk management under the Renewed Hope Agenda.
He also urged the new adviser to deploy his experience in advancing national security reforms and improving the country’s internal security architecture.
