Domestic crude oil and condensate supply to Nigerian refineries reached 53.7 million barrels in the second quarter of 2026, representing 97.4% compliance with the Domestic Crude Supply Obligation (DCSO), according to the Nigerian Upstream Petroleum Regulatory Commission (NUPRC).

The Commission said producers supplied more crude than their allocations in April and June, though performance fell short in May.

“On a monthly basis, the Commission meets with stakeholders… after which producers are allocated a specific volume of crude oil and condensate which should be offered to local licensed refineries,” NUPRC stated.

April saw 18.13 million barrels allocated, with refiners receiving 20.88 million barrels (114.9% compliance). In May, 18.78 million barrels were allocated, but refiners took only 14.23 million (75.8%). June recorded 18.17 million barrels allocated, with 18.61 million received (102.4%).

NUPRC said the improvement coincided with increased local oil production and the signing of long-term supply agreements backed by bankable Sales and Purchase Agreements. It reaffirmed its commitment to enforcing the DCSO framework under the Petroleum Industry Act to support domestic refining and energy sufficiency.

The Dangote Refinery accounted for the largest share of crude offered in Q2. Producers offered 68.1 million barrels against its requirement of 63 million, but the refinery accepted 52.6 million barrels—78% of the volume offered.

Nigeria’s crude oil production rose to 1.735 million barrels per day in June, its highest monthly output since April 2020. NUPRC also reported total petroleum reserves of 37.01 billion barrels of crude and condensate, alongside 215.19 trillion cubic feet of natural gas as of January 2026.
